Have you ever had child support or unemployment errors made by a government agency that you had to pay back?

A friend of mine is on unemployment. She just received a letter from the unemployment agency stating that they mistakenly overpaid her and that she needs to pay back $4,000. They have given her the option to pay the entire amount now or they will take 25% of her unemployment checks for the next 3 years. She is a single mother of two receiving no child support and is working part-time and paying for daycare. She is looking for a full time job. If she loses 25% of her unemployment she will not be able to afford daycare and as a result will be unable to work. It seems like unemployment is having the opposite effect on her. I also know someone who was informed by the county human services agency that they made a mistake in her child support calculations 2 years prior and that she had to pay back thousands of dollars. She was also a single mother of 3 children who worked full time for low pay. They ended up reducing the amount of child support she received and as a result she had to take on a second job which basically left her kids being raised by daycare providers since she had very little time for them. There are people who take advantage of the system, but there are also people who legitimately need and want help to become independent. It appears there are many flaws in our systems.
