How are the UN going to establish a stable government in Libya after Gaddafi gone?

its going to a very difficult task to try to establish a government, as extremists will claim that the US will try to establish a pro american government there. but if they leave Libya to establish its own government chaos will ensue. any ideas how they will sort it out?
