What types of land turtles stay small?

I want a cheap land turtle that does not get that big. I would rather not have an aquatic turtle because of all the work they take (i know that sounds lazy). i would like a land turtle that i can have and just put a dish of water in his/her cage. i am not sure if there is any kind of turtle that reaches my standards. thanks for the help:)
