What are my options in my custody situation?

I have been trying to get my divorce for months now. I filed July 11th of this year. When I filled out my papers my husband was living in Utah I live in Oregon. What I was asking for in visitation was due to him living in Utah. He now lives in Washington. I am willing to give him more time now that he lives closer. When he lived in Utah I was not able to serve him my divorce papers but when he came down yesterday he got served not by me but by somebody else in my household over the age of 18. I was at work when he came down and he took my child. When he took her last time it was not him that came to get her it was his g/f and parents that came and I was promised she would be back in 3 weeks. This time he came with his g/f and dad and took her. I am afraid. I have been trying to cooperate him because I do not want him to try to hurt me or her. When we were together I made a mistake and cheated and because of the choices I made he would burn himself and the day we split up he tried to kill himself. I never intended to keep her from him but I am not happy with the way he keeps showing up and taking her because he can. This time I was promised by him she would be back in 1 week. When I went to Utah to get her after the 3 months I was told by him that I had to send her clothes back to him that she was wearing and I paid for the gas and the entire trip down there to get her. When he came to get her he had me provide clothes for him to take and his father chimed in that if I wanted her back I had to provide him with gas money. His father was also the one that started screaming thats illegal when he was served. I do not know if I will be able to file a restraining order or get a temporary custody order to prevent him from taking her whenever he feels like it until either he responds to the divorce or his 30 days is up and I can file my default. Does anyone know what my options are?
